The Kingdon Review

What is the Kingdon Review?
The independent review of children’s hearing services in England was led by Dr Camilla Kingdon. Its final report was published on 10 November 2025 by the Department of Health and Social Care.
It examines service failures, harm to children and the national response. It includes evidence from families and professionals.
What does it say?
The report identifies weaknesses in oversight, service quality, workforce arrangements and the review and recall response. It describes the effects of delayed identification and support on children and families.
Its recommendations address completion of review and recall work, clearer accountability, better information and stronger children’s hearing services.
